Is there such a "radio" or any other portable comm. device that can have constant talk?

Meaning like a cellphone but isn't a cellphone. I need a communication device that is like VOX with a radio but does not cut off the transmission of anyone else talking. I've looked into many radios but was unsuccessful in find something like that. Does anybody have a suggestion? If u need any clarification let me know. Thanks in advance
