Name of a UK kid's tv programme from the mid-Seventies?

Does anybody remember a kid's tv programme from the mid-Seventies that featured a regular spot where the presenter would look through an old brass telescope and would always see a cartoon bird. possibly an eagle, flying towards him? I remember it being on at lunchtime and was possibly on ITV. It was a UK programme aimed at a similar age group to Pipkins and the like.
